What it is
SHENGO is a structured, AI-assisted policy consultation platform built in Addis Ababa. Ministries publish structured consultations; verified experts, civil society organisations and citizens respond; an audited AI layer synthesises the input; and every consultation closes with a public, verifiable record.

How it satisfies safeguard requirements
- Documented consultation: the record is produced by the process itself — no retrospective reconstruction.
- Inclusion evidence: participation is broken down by stakeholder type, region and language.
- Grievance traceability: every contributor holds a verifiable reference for their submission.
- Data protection: personal data is held on in-country infrastructure under a published Data Governance Charter; the AI layer processes anonymised text only.

TESTING PHASE · ETHIOPIA 2026 Built in Addis Ababa. Aligned with Digital Ethiopia 2030, AU Agenda 2063 (Aspirations 3 & 6), and SDG 16/17. In preliminary discussion with continental institutions.
