What it is
SHENGO is a structured, AI-assisted policy consultation platform built in Addis Ababa. Ministries publish structured consultations; verified experts, civil society organisations and citizens respond; an audited AI layer synthesises the input; and every consultation closes with a public, verifiable record.

How it satisfies safeguard requirements
- Documented consultation: the record is produced by the process itself, with no retrospective reconstruction.
- Inclusion evidence: participation is broken down by stakeholder type, region and language.
- Grievance traceability: every contributor holds a verifiable reference for their submission.
- Data protection: Your data is stored with Google Cloud in Johannesburg, South Africa. Storage in Ethiopia is planned and not yet in place. The published Data Governance Charter sets out the rest.

TESTING PHASE · ETHIOPIA 2026 Built in Addis Ababa. Aligned with Digital Ethiopia 2030, AU Agenda 2063 (Aspirations 3 & 6), and SDG 16/17. In preliminary discussion with continental institutions.
