In-country data residency

By architecture: consultation PII is designed for Ethiopian national infrastructure (EthioTelecom TeleCloud) in production. That account is not open yet, so during the testing phase data rests in Firestore, africa-south1, and submissions are not yet anonymised. The Privacy Notice sets out exactly what that means.
